Primary One Admission 2027/28: from Discretionary Places to Central Allocation
Identify the correct admission system first, then prepare for the Education Bureau's two POA stages. Exact 2027/28 dates have not been published.
Discretionary PlacesDiscretionary Places 2027/28: one-school rule, priority category and points
A family may apply to only one government or aided primary school at this stage. The school net does not restrict the choice, but duplicate applications are invalid.
Points SystemPrimary One points system 2027/28: scores, ties and documents
The score combines restricted groups of criteria; eligible relationships cannot all be added together. Ties beyond available places are handled randomly.
Central Allocation Part ACentral Allocation Part A 2027/28: three choices outside the school net
Part A is processed before Part B and allows up to three choices without a school-net restriction. It represents 10% of Central Allocation places.
Central Allocation Part BCentral Allocation Part B 2027/28: school nets and choice order
Part B uses the child's residential school net and that year's official list. Choice order matters; a P1Tracker index position is not an allocation factor.
ePOA and checklistePOA 2027/28: account setup, submission and deadline checklist
Prepare account binding, electronic signatures, final submission and confirmation records as separate steps. Do not submit paper and electronic duplicates.
After allocationAfter Central Allocation 2027/28: registration, school applications and transfers
Register the allocated place first unless the family has decided to give it up. Other-school applications have no universal Hong Kong-wide period or deadline.
