Choose the route, then calculate points

Use the route planner to separate government/aided, DSS and private-school consequences. Families entering Discretionary Places can then calculate 0 to 35 points from relationship, religion or sponsoring-body status, and age eligibility.

Seven official-rule guides

Each guide answers a parent search question directly, then records the rules, checklist, frequently asked questions and official sources. The content does not predict admission or treat an unofficial ranking as a POA rule.

POA process overview

Primary One Admission 2027/28: from Discretionary Places to Central Allocation

Identify the correct admission system first, then prepare for the Education Bureau's two POA stages. Exact 2027/28 dates have not been published.

Discretionary Places

Discretionary Places 2027/28: one-school rule, priority category and points

A family may apply to only one government or aided primary school at this stage. The school net does not restrict the choice, but duplicate applications are invalid.

Points System

Primary One points system 2027/28: scores, ties and documents

The score combines restricted groups of criteria; eligible relationships cannot all be added together. Ties beyond available places are handled randomly.

Central Allocation Part A

Central Allocation Part A 2027/28: three choices outside the school net

Part A is processed before Part B and allows up to three choices without a school-net restriction. It represents 10% of Central Allocation places.

Central Allocation Part B

Central Allocation Part B 2027/28: school nets and choice order

Part B uses the child's residential school net and that year's official list. Choice order matters; a P1Tracker index position is not an allocation factor.

ePOA and checklist

ePOA 2027/28: account setup, submission and deadline checklist

Prepare account binding, electronic signatures, final submission and confirmation records as separate steps. Do not submit paper and electronic duplicates.

After allocation

After Central Allocation 2027/28: registration, school applications and transfers

Register the allocated place first unless the family has decided to give it up. Other-school applications have no universal Hong Kong-wide period or deadline.

Two stages, four decision points

1. Discretionary PlacesApply to one government or aided primary school only. The school net does not restrict the choice; priority-category or Points System rules apply.
2. Central Allocation Part AProcessed first, with up to three choices not restricted by school net and 10% of Central Allocation places.
3. Central Allocation Part BUses the remaining 90% of Central Allocation places and the annual list for the child's residential school net.
4. Results and registrationPreserve the allocated place within the official period. Individual school applications have no universal Hong Kong-wide dates.
